Kept fully informed by Mr. Parkes, I have
completely exposed the atrocities of
the traffic and the conduct of the
Macau Officials that I need not enter here into any further details on the subject. It will however be satisfactory to your
Grace to learn that there
appears at present some prospect of improvement.
The Canton Chinese Authorities have
with the Assistance of the Allied Commanders succeeded in checking
the abuses at the port of Wokampon;
and it is stated that the Macao's authorities have issued a notification
from the 1st Proximo
that
passports will be
given to Ships
sailing with Coolies for Havana;
and Mr Ward, the American
Minister, informed
me a
few days
ago that he is satisfied when his Government are made acquainted with the real nature of the traffic.
They will be by his despatches, Congress
will pass a
law either
forbidding the
use
of the American flag altogether,
or only sanctioning it under instructions
more stringent
even than those
enacted by the "Chinese Passengers Act", 18 and 19 Vic. Cap. 104.
